Many true CDM were not one before they became one. Javi Martinez is the worst example that you can use: Javi was more a box to box #8 in his early days at Athletic Bilbao, then moved deeper into midfield out of necessity, then Bielsa started using him as a Center Back. Even Guardiola always saw him as a CB but I admit that at his prime, used in the right tactical formation he was an outstanding CDM.
Goretzka's skillset actually reminds me a lot a young Martinez, so I do not discount him growing in that position if there is a need for it. At his age (24) he still can go in different directions. As a clear reference, Bastian Schweinsteiger was an excellent left back in his youth, then an even better winger before settling as a central midfielder.

We "loaned" James because we didn't want to splash cash and Real didn't need James so not all loans got the same mentality behind. Ours again to develop this kid which I believe something he's already beyond. 22 was young back Lahm's era maybe but back then then players usually peaked around 28-29 now it went even lower. Players usually peak at their 26s especially if they play at that club from the young age.

I am not sure about this, historically it has been the same for the last 20-30 years, or even longer. Goalkeepers and defenders usually peak a little later, I wouldn't push the age too close to 30 though, because what they gain on experience they start to lose it on pace and reflexes, across the board the ideal peak age in my opinion remain steady in the mid 20's. Like 24-26, if you want to be more inclusive 23-27.
