It's not that clear-cut.

If one takes into consideration that player market values are increasing at a faster rate than the investment rate that the transfer funds are invested in (and this is a given), it could make sense to think ahead and stockpile players if you have the funds, and loan out players who aren't needed yet.

Let me bring an example.
Let's say there's a player who costs 100M but you don't need yet. So you leave money invested in the bank with a compound interest rate of 5%. Two years later you will have 110.25M but the player of that quality is now worth 120M, so you end up buying a weaker player because you only have 110.25M.

On the other hand, consider the possibility of signing the 100M player you don't need just yet, then loan him out to other clubs for 8M/yr. After 2 years, you will have 16M in the bank and the player who's now ready to play for you.
Logic is solid, but you're not accounting for some things: what about salaries? Which teams actually loan 100mn players (and pay their salaries)? What about discontent (loaned players are not usually happy)? What about contract length and renewals (two years from buying your hypothetical 100mn player and we're already about 1 year from having to renew his contract, assuming he standard 5-year contract)?

The 100m was used as an example to make it easier to play with numbers. In reality if we buy a 100m player, one assumes he would at very least make the bench. I was really talking about promising talent.

For example, we could have signed Werner for cheap and loaned him out for a season. (or keep Werner and loan out Arp)

That doesn't impact my argument in any way. If you take a player and loan him for two years, you're going to incur a number of expenses and non-monetary problems that would otherwise not exist.

Take your Werner example an example, say we buy him for 30mn but pay him Bayern wages. We're going to want to send him on loan for at least two years, because Lewy still has 2-4 in him. Which team is gonna take him on loan and accept covering his wages? Not RBL, they don't want to develope our player. Not a big international team, those don't take players on loan except as a trial to buy. Not a BuLi team, they won't want to pay de wages.

Suppose we send him to Leverkusen and pay 2-years of his wages while he plays there. Assuming the standard 5-year contract, he is coming back in two years with 3 left on his contract. We will have to renew within the next 1-2-years.

But why did Werner left RBL for Bayern in the first place? To play for Bayern. Leverkusen is not gonna cut it and he will very likely be disgruntled. He is not some 18-yo unknoun from our academy, this is an established player.

Don't think what you propose would work financially to our advantage. What we could maybe do is go the Chelsea way and buy 20 18yo unknown kids and loan them around Europe. That might work.

Well, fair enough, but if you buy someone like Werner he can immediately help the team. Arp can't. So get Werner, loan out Arp.

We could have done it last season with Davies as well.

Several (all except Bayern?) top clubs are buying and loaning a number of players. If they can, so should we.

Why leave your money at the bank or in investments that render a poor return when you can invest in footballers?

Again, because players have a huge risk of failing and our scouting is not exactly known for discovering future stars...

Squad planning for 2020/21 with 22 players :

Neuer - Nübel - Klostermann - Pavard - Süle - Mai - Hernandez - Alaba - Davies - Kimmich - Fein - Thiago - Goretzka - Tolisso - Cuisance - Havertz - Müller - Gnabry - Sané - Coman - Lewandowski - Arp

GK : Neuer - Nübel
RB : Klostermann - Pavard - Kimmich
CB : Süle - Hernandez - Pavard - Mai
LB : Alaba - Davies - Hernandez
DM : Kimmich - Fein - Thiago
CM : Thiago - Goretzka - Tolisso - Cuisance
AM : Havertz - Müller
RW : Gnabry - Coman - Müller
LW : Sané - Coman - Davies
ST : Lewandowski - Arp

I say Klostermann because he is german international with RB Leipzig contract finished in one year. But the dream would be Atal or Kimmich back at RB.

I see nothing in Klostermann that makes me optimistic he will be any better than Pavard.
Sané ---- Lewandowski ---- Gnabry
Davies - Thiago - Kimmich - Dest
Hernández -- Alaba -- Upamecano
--------------- Neuer ----------------
