What if there will be a total overhaul of how teams look like every year?

Eg.Bundesliga : All players will be property of the DFL , the latter will organize a draw to fill up the team sheets, starting with GKs RWBs etc
Eg Neuer will be drawn to play for Eintracht and Horn with Dortmund, Guerreiro for Bayern, Lewa with Augsburg.

Then the following season there will be another draw to determine the new teams.
Obviously there will be a certain criteria to follow like ratings etc
