It wasn't even a foul, let alone a yellow card. Now he has to be careful as far as suspension. It's little things like that which can f* up a team's tournament.

Yes that is what it means. Cards are only cleared to avoid someone missing the final through an accumulation of yellow cards, nothing more nothing less. This means that one can get suspended at any other stage of the competition.
Hummels would face a one match suspension should he get a yellow against Italy/Spain. The yellow he received against Slovakia was a bit surprising; perhaps the ref saw it as a two-footed challenge?
