Yes and no. This was a friendly but also a preparation for the Euro U21.
To be eligible for the campaign ending in 2015, players need to be born in or after 1992. Many can be actually 23 years old by the time the finals tournament takes place; however, when the qualification process began (late 2013) all players would have been 21 or under.
[source]Marc-André ter Stegen was probably not included in the squad simply because he's not getting enough match practice. He's playing in the Copa del Rey and the Champions League while Claudio Bravo is the starting keeper in La Liga. It's ironic though that Barcelona trust him between the sticks for the most important competition in club football whilst Germany U21 don't even trust him to warm the bench in a friendly. It's not like he needed a rest, y'know.
Other players who are eligible to play for Germany U21 in the Euro U21 but have not been included in the latest squad:
- Leon Goretzka (capped 1 time for senior NT)
- Shkodran Mustafi (capped 7 times for senior NT)
- Julian Draxler (capped 15 times for senior NT)
- Mario Götze (capped 42 times for senior NT)
Yes, Mario Götze is still eligible for the U21.
