Defo part of the problem, but the bigger issue is Germany's (extreme) financial conservativeness. Another factor that weights heavily is Germany's lack of former colonies and the general unpalatableness of the language for non-native speakers; simply put, Germany as a nation is not well positioned to appeal to foreigners.

What happened to Wolfsburg?

They seemed to be back in business with De Bruyne and then Draxler, Schürrle etc. They were doing well in BL, won the Pokal and almost knocked Real Madrid out of CL in 2016

But in the blink of an eye they became absolutely garbage again

They are doing alright with that Austrian coach this season, but what a disappointment :|

Isn't the answer obvious? They sold all their good players and wasted the money on average ones (for instance, Draxler). It's the same for every BuLi team.
