I am no expert, but with the LED panels on the outside, they could be removed easily and another structure could be built as a third tier. It would be expensive but seems possible.
The AA seems like it could be expanded

add more exits (for cars)... easier said than done, of course i've unfortunately been stuck for 1-2 hrs in the garage, waiting to get out, several times - no fun.

The stadium will have to be repaired because 1860 fans destroyed parts of it. They tore out seats and threw them on the pitch as they watched the final 15 minutes of the relegation/promotion match between Jahn Regensburg.
