Perhaps you haven't heard. For a very long time a lot of the supporters from the active ultra fan clubs were smuggled into the blocks 112/113 because they don't have tickets for that area.
However the law forbids Bayern to let more people into the block than the Bavarian federal government allows per m² in the football stadias. Therefore Bayern München decided to control the entry in those blocks with turnstiles. The rest of the bunch are too few or just not interested in continuing the support with so few people.
That's why there's no atmosphere. It's not just a protest. This is permanent.
