Yes, it makes a difference from what team he's coming from. In an ideal world, a transfer serves not only to strengthen your team but to weaken your direct opponent, and Real Madrid is to be seen as our biggest competitor in the Champions League.
As for the loan, you really need to see the fine print on that loan contract to see whether or not it's excellent. Specifically, does the player have the right to refuse a Bayern offer? It would be weird if he performs really well and near the end of the loan when Bayern try to trigger the clause he simply says "no" and lands back in Madrid a month later, especially if they motivate him with promises of consistent playing time.
This is why I'm wary about calling him our player until I know for sure that a simple shake of the head could land him in another club in 2 years time without even needing to hold a pen in his hand. I mean you can use this argument against any player on contract, but at least they have to do more effort, like finding a new club and agreeing on a contract etc. With a loan that gives a player right of refusal it's different because inaction from his end (i.e. not signing a contract offered by Bayern) automatically lands him at Real Madrid in 2 years time with the same salary he was on and with just one year left on his contract which gives him negotiating powers for an improved salary.

Both Tolisso and James played well but didn't show nothing special yet to be starters imo.
But is good we have more options!
