A Genoa player was inside the box before Balotelli even started running, and then just before the kick, 2 or 3 other Genoa players entered the box. One of the infringing players cleared the ball to a corner following the goalkeeper's save, before Balotelli had a chance to score the rebound. According to the FIFA rules, this is illegal. Encroachment by a defending player should result in a penalty retake unless the goal is scored. In this case there were 3-4 defending players encroaching.

While that is true, it only matters when the ball does not go in. It doesn't affect the penalty kick itself, and Balotelli was famed for always scoring the kick, not the rebound.

Btw, there's also the whole Berlusconi issue. Add that to Milan's position in the table and the danger of getting eliminated in the group stage in the CL, and it must be really hard to be a Milan fan right now.
