Not really.
Sassuolo asking price for Scamacca is 40m.

I'd rather invest 60-70 for Vlahovic. That's a fire proof buy rather than 40m on a gamble

All visiting teams have to show that all players and staff are fully vaccinated

A third of Premier League players are not vaccinated. Are we saying that if a PL club needs to play a KO match in Italy they will be missing a bunch of players?

There's Inter vs Liverpool soon on 16th February for example.

Only if UEFA allow it, because the FIGC or Italian government have no jurisdiction over UEFA competitions. If they don’t comply UEFA could force them not to play in Italy.
