Player X kicks the ball in the hand of an opponent in the pen area and it is a penalty...

The first one, was a shot from Dybala... the opponent had his arm with his body... the ball happened to hit his arm instead of his groin or neck or back....
I think this is the rule everywhere nowadays (no intentional or not intentional) but the Serie A is suffering so much from it. Maybe coincidence, maybe luck, or maybe Serie A players are deliberately taking advantage of the rule and aiming at hands.

How is this possible??

144 penalties conceded in the Bundesliga, 314 (and still counting) in Serie A???? and 81 in the Premier League??

dude you read your stats wrongly.
157 pens so far so how is it that far from Bundes 144??

According to the transfermakt link there are 318. Not sure whether it’s accurate or not.

It's 159 penalties in 320 Serie A matches this season, almost exactly 0.5 penalties per match.

In the Premier League it's 83 penalties in 350 matches this season, 0.24 penalties per match.

In the Bundesliga it's 144 penalties in 306 matches, 0.47 penalties per match.

In La Liga it's 144 penalties in 360 matches, 0.4 penalties per match.

How is it possible that there is such a big difference in the total for penalties received and penalties conceded on transfermakt? Shouldn’t the number be the same?

It's bad wording. Conceded there is penalties conceded in matches featuring team X, which means you need to divide the total by 2 to get the real number.

Actually I got tricked by some posts here. It's 72 penalties in 306 matches for the Bundesliga, 0.24 penalties per match as in the Premier League.

because they removed the intentional part in it.
They removed the close range deflection
They removed the hit a part of your body and then your arm section

So basically unless your arm is glued to your body is always penalty :D

Pretty much. The problem is that this will lead players in difficult situations to aim at the hand rather than the goal and create a big chance out of nothing.

My point is that the rules set by an international board are being interpreted differently by football associations. We've seen plenty of handballs by our opponents in the Bundesliga/Pokal this season not being given as penalties, despite VAR. These same situations would have been been awarded with a penalty had they imported Italian officials. I don't care who's right and who's wrong, all I'm asking for is that the leagues are more in sync with the rules, because they clearly aren't.

Honestly I'd leave only intentional part in the rules.
You can check that easly with Var if it's the arm going for the ball or not.
Make it easy either intentional and penalty or not
