this tax law is avaible only for those who hasn't lived in Italy in the past 9-10years so I very much doubt that italians themselves get to use it

But the foreign players Italian clubs buy could potentially use it. If this gets widespread then the Italian NT will suffer because Italian clubs would prefer foreigners due to less tax.
