They were very close last season in many matches and ended up drawing a lot of them. But with Coutinho/Suarez/Sturridge plus Aspas they would get very close. But they need to sign a defender first who doesn't have brain farts. The GK situation is already solved.
Also, they're not playing in Europe this season so expect a fresh attack every weekend.
Arsenal are too trapped in their mediocrity. They are epitome of a miser club. Costliest tickets in Europe, I guess.

If Arsenal buy a striker and Liverpool a defender, the fight is going to be tougher. LFC probably are the weakest but they have the conditions on their side(i.e. no Europe). LFC is going to be more of a dark horse than Tottenham this season.
