Few players can justify that price tag. Ronaldo, Messi, and Neymar. Just because in a financial sense, they bring more to the table not only as a player. All three have high commercial value. Ronaldo, especially because he came from another top team and has won silverware.
Meanwhile James and Bale have not experienced the same club success before joining RM. Can you imagine any other team than RM and Barca splashing 70-90M on players who didn't stand-out in CL? I doubt it. Any other team would negotiate better and not throw money at the other team's face.
Colombia is quite a strong South America team. I believe before the WC they were in the top 10 FIFA rankings. But not many are aware of any of their players besides Falcao and when he was injured they had been written off. Along came James and the general public immediately thought, he's the player that will carry the team.
James though is a proven CAM for sure. But the best? No. In a non-inflated market, he'll probably be 30M. David Luiz (before WC) at 20M. Bale at 35-40M. Suarez at 50M.
