According to German Sky, he'll move to Barcelona if he's already signed a contract.

And if he hasn't, what'll happen then?
Barca will have no keepers. Gladbach on the other hand will have Sommer and Stegen.
Probably Juve might come in for him then.

If ter Stegen's transfer doesn't go through, both Barcelona and Gladbach are screwed, because Gladbach would either have to sell ter Stegen at a probably-lower price, or loan Sommer out for a season until they can find a better price for ter Stegen.

Nothing. Ter Stegen stays with Gladbach. But we all know that ter Stegen signed with Barcelona in January or Ferbruary.

TBH I won't laugh at others misfortunes...
they can still lodge an appeal - they have 90 days chance to do it.

And it'll be overturned. That always seems to happen.

If not, they are in big trouble, whether they get Ter Stegen or not. The defence is already bad, and Puyol is on the way out.

Even if it is not overturned, an appeal means that the decision is delayed, during which time they will be free to sign players. They have 90 days chance to appeal, so they can plan their transfers in quiet and when they have an agreement on the transfers they need they can simply make the appeal and sign the contracts with the players the following day.

So, even in a worst case scenario for them, they are not affected in the next transfer period.

RM and Atletico might also be involved [source]

I stand to be corrected, if I am not mistaken some years ago Arsenal were also found guilty of something similar; am I right?

Somebody mentioned Halilovic - in fact according to the same site, the Croat might not sign with Barca after all. Bot Manchester teams are highly interested.

I mentioned yesterday together with ter Stegen on M'gladbach topic. It seems they [Barcelona] have only reached verbal agreement with both players and their agents and nothing more.
