The season is not finished yet, and nobody can say with certainty who will start 15/16 first, but really what matters is at the end of the 15/16 season not the start. That's the first realistic time the Bundesliga can say it overtook the Premier League.
That's how it works. Let's bring an example. At the end of 2009/2010, Italy was ahead of Germany.
At the start of 2010/2011 up to the end of 2010/2011, Germany was ahead of Italy.
Because Germany finished ahead of Italy at the end of 2010/11, for the 2011/12 season the first four German teams could now qualify for the Champions League of 2012/13. So really the final effect took place after a few years.
Now it's like the 2009/2010 season all over again, but with England instead of Italy. If Germany is to overtake England, then it will only really matter in 3 years' time
