Something that should be added: just back in January, the Head of UEFA Referees spoke about how there will be stricter rules for handball in the Champions League - he went on to say:

"The big challenge is the position of the arm. When the arm is totally out of the body or above the shoulder it should be penalized. If the defender makes his body bigger in order to block the ball it's not fair.

It's different if the defender is challenging a shot or playing the ball and it rebounds. But if he's attempting to block a cross or a shot on goal and the player spreads his body then it's a handball."

And we should also note that things will likely get even more strict next season - IFAB (International Football Association Board, who make/manage/interpret the Laws of the Game) have elected to introduce some new changes/interpretations that will take effect next season, starting June 1. One such relevant change:

"We've changed things to say that the body has a certain silhouette. If the arms are extended beyond that silhouette, then the body is being made unnaturally bigger, with the purpose of it being a bigger barrier to the opponent or the ball. Of course, players should be allowed to have their arms by their side as it's their natural silhouette"

I don’t see any difference between this and Marcelo’s handball off of Kimmich last year. He jumps out and effectively makes his torso twice as wide by hanging his arm out like a starfish. Turns his head AFTER seeing where the shot was going, not before.

This image pisses all over the “it’s a clear handball” arguments. I believe that perpendicular hands or hands at a 45 degree angle (or greater) are egregious enough to merit a punitive spot kick. No way Kimpembe’s “handball” meet this threshold of egregiousness.

These are instances of clear outstretched arms in unnatural positions or done intentionally to become bigger.

If Lyon beat Barca or fluke an away goal qualification, Liverpool knock Bayern out and Atletico kick out Juventus and PSG was on course to eliminate Manchester United. A QF without Real, Barca, Bayern, Juve and Man Utd would be a financial nightmare for UEFA. Therefore, I suspect corruption at play here and behind Manchester United’s unfair qualification to the QF stage.

Yes absolutely. The way penalties are being handed out like candy nowadays, soon enough defenders will need to wear straight jackets or handcuffs to stop this madness.

How will the draws work?

There is no seeding or country protection, with any restrictions to be announced ahead of the draw. The semi-final draw will follow the quarter-final draw, meaning teams will know their potential paths to the final.

The VAR, after checking various different angles available to him, recommended to the referee an on-field review following the penalty area incident.

Given that the referee did not recognise the incident clearly during live play (referred to as serious missed incident in the VAR protocol) an on-field review was conducted.

Following the on-field review, the referee confirmed that the distance that the ball travelled was not short and the impact could therefore not be unexpected. The defender’s arm was not close to the body, which made the defender’s body bigger thus resulting in the ball being stopped from travelling in the direction of the goal. The referee, therefore, awarded a penalty kick.
