I think extra-time should mean a fourth sub. If you used three during the 90 min, you get one more. If you used two during the 90 min, you have two more to use for extra-time, and so on and so forth.

I've heard talk for years about the possibility of adding a fourth sub. I have a theory that FIFA doesn't want it because they are afraid of penalty-kick goalkeeping specialists, feeling that they are against the nature of the game. Van Gaal did it in Brazil with the current sub limits. I bet A LOT of managers would do it if they had that fourth sub. If FIFA want to stop that from happening, then they just have to make the rule that the fourth sub cannot be a goalkeeper, plain and simple.

I would like to see these three changes...

1. Goals away during extra time will not count...

2. A subtituted out player can be re substituted in (basketball)

3. In a move to avoid penalties...
Devide the extra time in three halves of ten mins each. First half teams play 10 v 10
2nd half 9 v 9
Last half 8 v 8

This might be controversial, but in my opinion substitutes should not be allowed during stoppage time.

I am for allowing a 4th substitution in extra time. I think it is fair as some players would be completely exhausted by the time the ET starts. One injection of fresh blood would give any team a better chance, even if minor, of making it to the next round.

I am for diminishing the away goal rule completely because I bevieve it's just not fair in general. Goal difference is an okay tie-breaker. However, this is probably off the agenda. But, I definitely agree that the away goal in ET should not be treated as such. In this case, the home team will have an advantage for 30 minutes. That is clear bias.

Sometimes I get the urge to see this, but I think it would be too drastic to introduce full-time. A step less drastic would be unlimited substitution without resubbing, but I still don't think I'd like to see that all the time. There's a certain tactical nous a manager needs using only three subs. I've mentioned that I would like that to be increased to four in cases of extra-time. It is unrealistic to expect, but in my heart I really would like it to increase to four or five whether there is extra-time or not.

Resubbing is definitely something they should use in the clubs' "summer" tournaments, especially the one in Germany where they shorten the matches to 70 minutes because they play consecutive days. Instead of shortening the matches, let players come off and back on. It would also gives us an idea how it would work out if it was ever fully instituted.

They are used almost exclusively for time wasting and the chances of a stoppage time sub having an effect on the result is almost non existent. If one genuinely wants the sub, they can do it a minute earlier, or in ET if that is the case. It becomes controversial because of injuries but there would likely be only around 2 minutes left.

LOL, I totally got that wrong. I read so quickly I thought you meant extended time...! Total fail on my part. Actually no subs in stoppage time should be the norm, yes. Makes little or no sense to have them.

They'd just do the time-wasting sub a minute earlier. Then what? :|

Not much compensation but at least they wouldn't know how much added time will be given.

What they should do is add one whole minute per sub.
