Goldwave is a good sound editing program, I've used it to set equalizer settings for individual songs before. If you know what equalizer setting to use, just open Goldwave, open whatever song file you need, set it, and save the file. By default it saves files as the large and bulky .wav format, but you can also save as .mp3s, though I am unsure if you need to download extra codecs for that, probably not though.
