Yes, it is. Just like someone would pronounce hammer, ham or heavy, James is pronounced with the same H.

the boy said that his parents liked the James Bond movies and named him after the movie character, hence it is James and pronounced just like the James from James Bond, NOT Hames as in Spanish pronunciation where J is H and rest of the word is in Latin style

I took spanish for 6 years in school, and even without taking spanish lessons every normal human being should know that the spanish "J" sounds nothing like an "h".
