Why is it misleading?

The tournament consisted of a semi-final and a final. The semi-final ended 0-0 after extra time, and at the time there was no penalty shootout but a cointoss. Italy won the cointoss and proceeded to the final, where they still failed to win. The final was replayed 2 days later where they won.

So actually I can improve my statement:

Italy reached a final without scoring a single goal, failed to win in the final and yet still lifted the trophy.

this shows that the penalties should be removed.
Play three halves of ten mins each reducing a player from each tm every half. Spaces will be open and goals will be scored of course

I think there can't be other winner to this tournament than Germany/Italy or France. The first two are two levels above Portugal and Belgium, France being somewhere in between.
