It's not exactly like that... not necessarily...
A German player of Turk ancestors, one who is born and raised in Germany, naturally has feelings towards both countries... So It's sometimes not a "what my heart is laid on?" problem... but a matter of which choice would benefit the player more...

For example, KP Boateng was calling for Loew to invite him to the German NT when he was younger, declaring that if they don't invite him, he'll join Ghana.... They didn't invite him with such a threat of course, and he later joined Ghana....

They were born in Germany. They have lived all their life in Germany. They have learnt to play football in Germany's academies... why should they play for Turkey?

I dunno. I'm Maltese with Italian ancestors, but if I was a football player who had the opportunity to choose between the Maltese NT (one of the worst countries in football) and the Italian NT (one of football's greats), I think I would still choose Malta. So would one of my best friends who is exactly the same (Maltese with Italian ancestors).

Now the difference between Germany and Turkey is much less than that between Malta and Italy, so the chance of them choosing Turkey would probably be much higher than the chance of someone like me choosing Malta. However, like Xabi said, why would they choose Turkey? Maybe you would find that odd one who chooses Turkey, but the majority will prefer Germany, not because of the superiority but because irrespective of what their ancestors were, they themselves were born and bred in Germany.

The main reason they choose Turkey is because Germany has a far greater pool of talent, making it tougher to break into. People who have two nationalities tend to declare themselves for one over the other only when they know they're going to get playing time.
