I don't know what authorities expect. There are admittedly those who torrent because they don't want to pay, but the majority who torrent probably do so out of necessity. Take Netflix for example, since probably the most torrented files are movies and series. People in most European countries pay more than American viewers (since the price is the same but a different currency) and get like 10% of the content Americans do. With Smartflix I could access the content available in any country while still paying for a legal service (and the same could be done with a VPN), but now with Netflix cracking down on that I'm restricted to very few shows (mostly produced by Netflix themselves) so even if I pay for the service, I still have to torrent or stream most popular shows even though I would prefer not to do so.
It's not Netflix's fault, they're restricted by licenses. But producers need to wake up and realise that by not granting worldwide licenses to Netflix, they're only encouraging piracy of their products. I would more than gladly pay twice the current amount Netflix charges if I could get the same content other geographical regions get. Sure, it'll cost me 20 euros a month, but it's legal and it's comfortable as I have everything in one place and I can even watch on my iPhone.
When it comes to music, the situation with Spotify is much better. I'm not into PC gaming, but I think with Steam games are pretty much available worldwide as well. Those are probably the most torrented items, so the solution is simple. You have to provide people with a legal option if you don't want them to resort to illegalities.
