The price is prohibitively high... and will stress commuters even more because someone driving slowly in front of you would not only slow you down but actually cost you money.

You know who will use it? 18 year olds who don't yet afford to buy a car, so they use this system instead.

Nobody is going to ditch their car. Just going to add more vehicles on the road road and less parking which means more frustration. At least they are electric vehicles. As I said before the problem is overpopulation. At least need to reduce the population by 200,000.

And many Maltese are car enthusiasts, the gas guzzling ones. The day those cars are outlawed, is the day they die. At school or at work, I always found a Maltese or 5 talking about their cars, how it performs, upgrading or changing parts, having multiple cars to use for everyday or just for the weekend or a different car when it is raining.

You will have to shoot them before you take away their cars. Traffic not going to be resolved unless population is reduced.

If it were around 10c, I think people would consider it. Or if it were calculated by distance driven instead.

Maybe some will but keep in mind this only works if you have a car near you. That means it loses the convenience factor cars have so it's not that much better than the bus, which 18 year olds can board for free (I think).

Also, if they do, they wouldn't be thinking long term. Over a year it will likely cost a couple thousand euros. That means it takes you only about 3 years of using the system to cover the cost of a good second hand car and fuel costs.

10c is too low.

28c isn't too bad either. A lot of people are comparing the 28c to the amount of fuel it will cost them with their car. That is wrong.

Compare with how much money you spend currently. That is, let's say you change car every 10 years. You need to factor in the price of the car you buy (minus the value you sell it for), add in all the parts, the car insurance, the servicing, the money you spend to clean it and the money you spend for parking. It all builds up and suddenly that 28c doesn't look all too bad.
