Haven't really looked at Bayern yet, I don't even know what the transfer budget is. I started mine with Bochum, Got promoted in the first year, and am currently sitting somewhere in the middle of the Bundesliga table and still in the Cup. I have quite a decent team actually, with the likes of Owen, Thiago and Coutinho (all loans of course, the transfer budget is so low you can't buy anyone). I like how they added the buy option to the loan deals.
To those who, like me, prefer to start off with a weak team, rather than directly with Bayern or another powerhouse, use scouting wisely, and think about which countries produce great talents in the real world. I've found two or three really talented defenders in Brazil.

The main thing is when you get a scout report is let the ones with high 80's/90's potential to 'continue scouting'. As they will get lower margins, i.e. more accurate potentials in their 2nd month or 3rd month. Although, often another club steals away the talent.
But I have found a 84-89 potential keeper. and a 82-91 CB. Which is quite nice.

Downloaded it and it seems they really improved the transfer system.
