I am not sure that I agree with the article. True, that 2002 German team that made it to the finals was pretty average but not as bad as the article says: the tournament was terrible, even more than the German side.
Let's start with the statement "Goalkeeper Oliver Kahn and midfielder Michael Ballack were the only squad members that could have walked into Europe’s top teams at the time" What about Didi Hamman? Hamann was the engine of an emerging Liverpool side that ended up winning the Champions League two years later against AC Milan. No need to recap his bravery in that final playing with a broken toe and delivering for his team. Why was Hamann named in the EPL Best XI of the decade if according to this author he couldn't walk into any European Top side?
Now let's go back the final itself: Germany even without Ballack had some decent minutes against a much better Brazillian side to the point that Neuville hit the post with the score still 0:0.
I would rate Argentina 1990 worse than this team. The article is misleading because Maradona in 1990 did not provide any spark to the mediocre team that reached the final scoring only 4 goals in the whole tournament, and they were the defending champions!
I am also intrigued by 1962 Czechoslovakia, from what I read this was a team with a lot of limitations that survived some key games when they were outplayed thanks to the heroics of their goalkeeper Viliam Schrojf.
